DALLAS, Texas – April 16, 2004 – BillMatrix Corporation, a provider of outsourced telephone- and Internet-based payment services today briefed the Kansas Corporation Commission (KCC) on the use of credit cards, ATM/debit cards, electronic checks and recurring transactions for bill payment. Requested to appear at a meeting in support of a Commission-initiated public docket, the regulatory agency called upon the company’s decade-long expertise in providing such services to utilities, telecommunications, insurance, mortgage and financial services firms nationwide. This was the third such request by a state regulatory body, with the Rhode Island and the New Hampshire Public Utilities Commissions having been briefed by the company in March 2004 and November 2003 respectively.

BillMatrix reviewed the regulations, industry best practices and consumer adoption trends surrounding all types of electronic payment methods with the Kansas Corporation Commission staff. The KCC regulates five cornerstone industries in the Kansas economy. The Commission has the responsibility of ensuring that natural gas, electricity, telephone and transportation vendors provide safe, adequate and reliable services at reasonable rates. The Commission also has the mandate of assuring that oil and gas producers protect correlative rights and environmental resources.
