Rhode Island Public Utilities Commission

DALLAS, Texas – March 12, 2004 –
BillMatrix Corporation, a provider of outsourced telephone-

Island Public Utilities Commission on the use of credit cards,
ATM/debit cards, electronic checks and recurring direct debit
ACH transactions for bill payment. Requested to appear at
a meeting in support of a Commission-initiated public docket
titled, “Investigation Into the Feasibility of Using
Credit Cards as a Method of Paying Utility Bills”, BillMatrix
called upon the company’s decade-long expertise in providing
such services to utilities nationwide. The company reviewed
the advantages and disadvantages of all types of payment methods
with the Rhode Island Commissioners and their staff. The RIPUC
is an independent regulatory body whose mission is to ensure

a wide range of questions from the meeting attendees on electronic
